Joxel GarcÃÆ'a (born 1962) is a Puerto Rican physician and former four-star admiral at the US Public Health Service. He served as the fourth Assistant Secretary of Health (ASH), the US Department of Health and Human Services from March 13, 2008, until January 20, 2009. He served as Director of Health in the District of Columbia. He served as Executive Director of MD Anderson Cancer Control and Prevention Platform and Member of MD Anderson Moon Shots Program Leadership Team until May 2017 before joining MD Anderson Cancer Center as Vice President and Chief Medical Officer.

In the early years and medical preparations

GarcÃÆ'a was born in 1962 in Arecibo, Puerto Rico, and grew up in Hatillo, Puerto Rico. His father was a dairy farmer and his mother was a housewife and a teacher. She is the eldest of five siblings. He completed his pre-medical studies at Puerto Rico University (UPR), MayagÃÆ'¼ez campus. He graduated from Ponce School of Medicine in 1988. He also received a Master of Business Administration from the University of Hartford. He underwent residency in obstetrics and gynecology at Mount Sinai Hospital in Hartford, Connecticut, after being trained as an obstetrician and gynecologist at Ponce Medical School.

Personal practice

When he completed his residency, he opened his own practice at St. Hospital. Francis & amp; Medical Center in Hartford. Since then, he serves in several designated positions at Mt. Sinai, St. Francis, and the University of Connecticut Health Center. For a while after earning his M.D. degree, GarcÃÆ'a served as Assistant Director of the Department of Obstetrics and Gynecology at Saint Francis Hospital & Medical Center in Hartford.

Connecticut Public Health Commissioner

From 1999 to 2003, GarcÃÆ'a was the Commissioner of Public Health for the state of Connecticut. During that time, he instituted a bioterrorism preparedness program, launched smallpox preparations and national vaccination plans, and led Connecticut's response to anthrax attacks. He also created an urban health initiative for disease prevention, and manages improvements in health literacy and economic conditions.

Global public health exposure

From 2003 to 2006, GarcÃÆ'a served as Deputy Director of the Pan American Health Organization (PAHO)/​​Western Hemisphere Regional Office for World Health Organization. As Deputy Director, GarcÃÆ'a is responsible for establishing general direction and organizational strategy with the director and to provide leadership and advice on all policy decisions. He is also responsible for maintaining effective relationships between organizations and governments of the United States, Canada and Puerto Rico. When appointed to the position of PAHO, Health Minister Thomas G. Thompson said, "As a leader in his home state in Connecticut and a proud son of Puerto Rico, Dr. Garcia embodies multilingual multi-ethnic faces from our hemisphere." The news media reported that "Joxel Garcia, a Puerto Rican physician who won praise for his handling of anthrax fears while serving as state health commissioner in Connecticut, later this month will be deputy director of the Pan American Health Organization (PAHO)."


Company experience

Prior to becoming an Assistant Secretary of Health, GarcÃÆ'a served as Senior Vice President and Senior Medical Adviser at MAXIMUS Federal Services Inc. There, Garca oversees the work of the MAXIMUS Global Health Center and is the principal architect of the strategic partnership plan for the Western Hemisphere. GarcÃÆ'a leads several programs at MAXIMUS including emergency preparedness and disaster relief. Dr Garcia is a founding member of Aegis Health Security and serves as a member of the Board of Directors


US. Assistant Secretary of Health

GarcÃÆ'a was nominated for appointment by President George W. Bush for the position of Assistant Secretary of Health with the rank of admiral at the Public Service Corps at the end of 2007. He was confirmed by the US Senate on 14 March 2008, becoming the first Puerto Rican serving as Assistant Secretary of Health.

As an Assistant Secretary of Health, GarcÃÆ'a is the principal adviser to the Secretary of Health and Human Services on matters involving the public health system and the nation's health sciences. He also oversees the US Public Health Service and the Commission Corps for the Secretary of Health. In his position, Garcaa's responsibilities include disease prevention, health promotion, public health preparedness, women's and minority health, reduction of health inequalities, against HIV/AIDS, influenza pandemic planning, and vaccine-preventable diseases. Garcaa's experience in public health includes the provision of health care, bioterrorism readiness, health policy, and international health issues.

On April 1, 2009, GarcÃÆ'a was appointed President and Dean of Ponce Medical School. In his inaugural address he said, "All the things I mention here are not dreams but things I do, things that happen, and will continue to grow." He felt that Puerto Rico could become a regional medical training center.


Director of the Department of Health Washington, DC, and Chief Medical Officer

On August 1, 2012, Garcia was appointed Director of the Washington Department of Health, D.C., and Chief Medical Officer. During his tenure, he led the District's efforts to respond to the Ebola outbreak in coordination with the CDC for the region. Under the Mayor's Executive Office, Garcia leads the launch of the Clinton Global Initiative's commitment to work with Aegis Health Security and a 40-member commitment to prevent preventable infant mortality and health inequalities.

On August 31, 2015, Garcia was appointed Executive Director of the Cancer Cancer Cancer Cancer Cancer Centers and Centers MD Anderson Center.


Extracurricular

GarcÃÆ'a has served on a number of national councils, including the National Advisory Committee on Violence Against Women, the National Dialogue on Cancer, the United States Prevention Service Task Force, and as elected president of the Association of State and Territorial Health Officials.

GarcÃÆ'a is said to have seen his role as Assistant Secretary of Health as an opportunity to increase the Secretary's efforts to advance the Health and Human Services and Humanitarian Health Service of the nation by building, strengthening and leveraging relationships across the public health community and the US Public Health Service while also improving healthcare for everyone America.
