The tobacco package warning message is a warning message that appears on the packaging of cigarettes and other tobacco products with regard to their health effects. They have been implemented in an effort to raise public awareness about the harmful effects of smoking. In general, the warnings used in different countries try to emphasize the same message. Warnings for some countries are listed below. Such warnings have been required in tobacco advertising for years.

The WHO Framework Convention on Tobacco Control, adopted in 2003, requires warning messages of such packages to raise awareness of cigarettes.

The 2009 review summarizes that "There is clear evidence that health warnings of tobacco packages increase consumer knowledge about the health consequences of tobacco use." The warning message "contributes to changing consumer attitudes toward tobacco use and changing consumer behavior."

At the same time, the warning label has been criticized. 2007 meta-analysis shows that communication emphasizes the severity of threats less effectively than communication that focuses on vulnerability, and that warning labels may have no effect on smokers who are not convinced that they can quit, leading authors to suggest exploring different, more potentially behavioral change methods effective.

Brazil

Brazil is the second country in the world and the first country in Latin America to adopt mandatory warning images in cigarette packaging. Canada

Canada has had 3 phases of tobacco warning labels. The first warning device was introduced in 1989 under the Tobacco Products Control Act, and warnings are required to be printed on all legally sold tobacco products in Canada. The set consists of 4 black and white printed messages on the front and back of the package, and expanded in 1994 to include 8 messages covering 25% of the top front of the package. In 2000, the Tobacco Products Information Regulation (TPIR) was ratified under the Tobacco Act. The regulation introduces a set of 16 new warnings. Each warning is printed on the front and back of the package, covering 50% of the surface, with a brief description and an image depicting a specific warning, for example:

Additionally, inside the packaging or, for some packages, on the pull-out card, the "health information message" provides answers and explanations of common questions and concerns about smoking cessation and smoking-related illnesses. In 2011, TPIR was replaced for cigarettes and small cigars under the Tobacco Products Labeling Rules (Cigarettes and Small Cigars). These regulations introduce the third set of 16 warnings in Canada today. Currently, cigars and small cigar packages in Canada must contain new graphic warning messages covering 75% of the front and back of the package. The inside of each package contains 1 of 8 latest health warning messages, all including numbers for national outbound channels. The package side now contains 1 in 4 simplified toxic emission statements. These labels are fully applied to cigarettes and small cigar packages in June 2012 (although the 2000 label still appears on other tobacco products). Canada also prohibits terms like "light" and "light" appearing on tobacco packaging. The current label is based on extensive research and lengthy consultation processes that seek to evaluate and improve warnings introduced in 2000.

China

European Union

    Ireland currently follows the EU standard (see above), but previously runs its own scheme, where one of the 8 messages is placed on the packet, as defined in SI 326/1991.
