The Research on Hematology Cancer Investments and Education Act 2001 (PL 107-172) amends the Public Health Service Act to allocate funds and establish directed research and educational programs targeted at forms of blood cancer, specifically leukemia, lymphoma , and multiple myeloma.

The bill was introduced as S. 1094 by Senator Kay Bailey Hutchison of Texas in June 2001. Hutchinson's brother has multiple myeloma and he worked for several years to pass this type of legislation. The bill was issued through the Senate Committee on Health, Education, Labor and Pensions, and passed the United States Senate with unanimous consent in November 2001. The Committee went through the House Committee on Energy and Commerce and passed the US House of Representatives on a ballot in April 2002 It was signed into law by President George W. Bush on May 14, 2002.

The research section of the bill, Joe Moakley Research Excellence Program, requires the Director of the National Institutes of Health, through the National Cancer Institute, to expand and coordinate a blood cancer research program. It was named after former Massachusetts Congressman Joe Moakley, who died in May 2001 of myelodysplastic syndrome, a form of leukemia. The education section of the Bill, Geraldine Ferraro Cancer Education Program, requires the Secretary of Health and Human Services to establish educational programs for blood cancer patients and the general public. It was named after former New York Congressman and 1984 Democratic vice-president Geraldine Ferraro, who has fought multiple myeloma since 1998. Ferraro did not publicly disclose his illness until June 2001, when he appeared at a congressional hearing to advocate Acting.

An example of a Moakley program funding is $ 12.75 million to Texas University Cancer Center M. D. Anderson. The Ferraro program was not funded in 2003, but received $ 5 million in funding in 2004.
